He needs to be committed to the nearest psych ward for an extensive evaluation. Best case scenario; PTSD. Worse case; full blown psychotic. In either case putting him in charge of a law enforcement agency is way off the charts. This borough is like something out of the Twilight Zone and I empathize with it's residents if they are spending their tax dollars on this wacko.
