You get a start in the "business" world. You don't do very well, so you decide to use the "revolving door" and sign up with the government and become a soldier in the bureaucratic army. You spend a few years working your way up a few grades on the pay scale. Just long enough to throw a few favors to the guys you are supposed to be regulating. Then comes pay back time and back through the door you go; back to the place you regulated (or should I say, pretended to regulate) And, guess what, there's a nice cushy office and fat paycheck waiting for you. That's how it works folks.
